Consider pulling the WebGLPointsLayer code out #1301

The OL APIs are still experimental and changing and I feel we've not seen a performance degradation on the default VectorImageLayer that everyone's using.

This would also mean we could pull allllll of that spritesheet code and thunks out. Simplification FTW.

We've always got it in git history if we ever want to pull it out and revisit it.

Probably do this as part of the OL 10 upgrade, so there's less to do.
