This PR:

Adds support for disabling CSS functions
- Adds new functionNameOption helper
- var() to disable custom properties
- calc() to disable matchmatical expressions
Moves Sticky positioning into the Box Layout (matches MDN classification)
Adds new encodeRegExp() method — fixes issues with option helper functions not encoding strings so they are RegExp safe
Moves encodeCssText() into utils.js
Fixes up some code comments
