nag to turn on GPS if off. #17

feature request On startup have a popup (similar to when opening google maps) to take user to the enable GPS page if it's off, or enable it if possible.

added a popup to allow the user to show the gps settings dialog. gps can't be enabled directly by an app unless it has root access
