This PR contains numerous build related changes...

update to angular 13 (via 8, 9, 10, 11, 12)
migrate from tslint to eslint (tslint is deprecated)
migrate to karma-coverage (karma-coverage-istanbul-reporter is deprecated)
commit package-lock file

Closes #100

BREAKING CHANGES

compilationMode: partial
can only be consumed in ivy enabled applications (angular v12+)

I see the contributor of the previous PR had the same idea :laughing: This was started a while ago but I only got around to submitting the PR today. Feel free to close this and merge the previous PR instead if preferred.
