Switch GitVersioning to RelaxVersioner. #78

I feel too heavy for handle versioning topics... so I'll switch to my own RelaxVersioner.

Cause error in IL2C.Core.Test.Fixture: CS0436: Duplicate declaration for AssemblyVersionMetadataAttribute. Because IL2C.Core has InternalsVisibleTo("IL2C.Core.Test.Fixture").

The workaround rule set file will remove future releasing for RelaxVersioner.
