Omit IL2C.Tasks assembly and will drive by IL2C independent tooling from directly EXEC task. #79

In my opinion from experienced RelaxVersioner developing, will cause many problems with MSBuild.Framework assembly and related declared types (include ITask and others.) I feel better solution is omit using these assemblies and make independent.

In 0.4.230, implemented new feature for full-automatic native compilation system in IL2C.Build. It's supported on both Windows and Linux (and maybe other POSIX system running with .NET 6). I don't cover any documentation at now.
