Please patch emacs ctags for CVE-2022-45939 #32

The ctags included with emacs contains a vulnerability where it trusts the names of files passed to to it. Could you patch for CVE-2022-45939?

Thank you for opening an issue to report this! I'll try to make some time in the next few days to look into uploading patched packages.
