Improvements to forecast google sheet template #21

The following improvements should be made:

Manu Greer: Also, a couple of things on the template could be fixed. Merge cells on prob 2 description (I think?), delete the word 'number' from problem title, make forecast description box larger, shift disclaimer to underneath. Delete 'changes since last forecast'. Perhaps have separate boxes for 'recent avalanche activity' and 'snowpack' instead of R/R Obs (which sounds technical and off-putting)
