Change Likelihood graph to use "High" and "Low" #53

Likelihood graph currently uses terms "Unlikely", "Possible", "Likely", and "Very Likely", as per #47 this makes it hard to translate.
The proposal here is to replace these terms with simply an upper "High" and a lower "Low". More discussion about this topic can be found in #52
