No Rating for elevation band does not parse correctly #88

   1: Error parsing forecast spreadsheet
   2: error extracting hazard rating sub-alpine: HazardRatingInput { root: Form!A56, value: C1, trend: Some(E1), confidence: Some(F1) }
   3: Unable to use map terms.hazard_rating to find a valid variant equal to value No Rating
