Relax arc-swap dependency #108

None of the changes after 1.0.0 are actually needed, and I would like to link against https://packages.debian.org/librust-arc-swap-dev which is 1.5.1.

@adrianheine thanks for the PR sorry it's taken me a long time to come around to it, I'll take a look at this this week and hopefully get a release out
