Include license file in i18n-embed-impl crate #111

The terms of the MIT license include a requirement that (re)distributed sources contain a copy of the license text. All other crates that are published from this project ship a license file, so the fact that it's missing from i18n-embed-impl seems to be an oversight. The file added by this PR is a copy of the license file from the i18n-embed crate.
