Sweden cleanup? #6

Saw your commit where you paused parsing sweden's alert feed until they've cleaned it up. Have you tried contacting them about it, and what is it they need to fix! I can try and contact them to!

One more thing, we have 2 different alerts in sweden, the one that you have in your test folder is based on krisinformation.se but we also have one dedicated for just weather alerts located at https://opendata.smhi.se/apidocs/warnings/index.html maybe that works better!

I've tried pulling in the new (opendata) alerts, but it also does not seem to validate against any of the known CAP specifications. I have not had a chance to contact them, but good suggestion - they are just putting the fields in the wrong order, if I remember correctly.

I'll leave this issue open until both formats can be imported, either by hacking around it in the library, or by having the supplier adjust to meet the specification.

Yeah I actually contacted them and they knew that they didn't follow the CAP spec's to point... (bureaucracy as it's finest) The developer at krisinformation.se atleast became interested in your lib and was going to look at it and how he could make it work. The weather alerts tough just told me they didn't have time atm.

I'll update this when I hear some more from them!
