Basically Ruto & crew can decide to arbitrarily declare an area(s) in every county urban areas and those mashambaz will be taxed or paid for rates. If kenyans can't pay for those taxes (especially villagers), mashamba itanyakuliwa. This is like how colonizers took away land from our forefathers during colonization in 1800-1900s and the Maumau had to fight back for it!!
That's why there is a big push by IMF/World bank and all wazungus to have ruto as their puppet. They want to colonize Africa again and Kenya is the guinea pig testing if that can work.
