Document an easy-to-refer Constitution of Kenya to support civic education (in relation to issue #50) #51

It is important to acknowledge that there are some problems that already have a legal solution through the constitution. We just need to understand or seek further explanation of vague concepts and definitions. The idea is to start with working with "first principles" as the key grounding. The constitution is a great place to start and we can start with Chapter Fifteen - Commissions and independent offices, in relation to research for Issue #50 implementation.

The sample constitutional organization this pilot is proposed against is the Commission of University education and specifically answering the question: "How can we use to CUE facilitate the support of digital certificates issued by lecturers and institutions?"

Context:

Kenya has several education certification bodies that oversee different levels and types of education, ensuring quality and standards. These bodies include:

  1. Kenya National Examinations Council (KNEC): Responsible for conducting national exams and awarding certificates for primary, secondary, and tertiary education.
  2. Commission for University Education (CUE): Regulates and accredits universities and their academic programs.
  3. Technical and Vocational Education and Training Authority (TVETA): Supervises and accredits TVET institutions.
  4. Kenya National Qualifications Authority (KNQA): Manages the national qualifications framework and ensures the equivalence of qualifications.

These bodies work collectively to maintain educational standards across various sectors in Kenya.
