Add tests for standalone orgs and projects #63

To confirm that the Terraform provider works for standalone orgs and projects, we can include tests setting up for standalone orgs and projects.

Note that this can be done in tandem with https://github.com/kelvintaywl/terraform-provider-circleci/issues/54 then.
