We intended for the application to be used for mainly local recruitments, but forgot to put that in our documentation! Thank you for pointing that out

Reason for disagreement: I would have to evaluate the application and project documents as at the time of the PE (without the knowledge that the team intended to specify that the app is for local recruitment).
Even then, I find that it's still a significant feature flaw which warrants Medium severity. The team hasn't made any argument that persuades me otherwise for this issue.
Also, I don't see any other rationale for this design choice. I can't identify other fields that would be affected by whether the app is used by local or international recruitment, which leads me to believe it's a requirement specifically made to circumvent the issue raised.
It's common for job recruiters to be in contact with transnational candidates using international phone numbers. In the example above, non-numeric characters like '+' which is a common signifier for country code are not allowed, which I feel is unnecessarily restricting the usefulness of this phone number field.
