Updated to where I am now. Won't compile yet almost certianly but turning the corner on it.

make a quick todo list here for me later:

Ufo detection looks bugged.
Minibase View works but needs to be tweaked
End of Month funding display is incorrect.
Psi training also shows up when it should not. There is probably more, this was a pretty invasive rewrite.
