[ Bug ]: Pressing `Settings > Edit shortcut keys` makes popup glitch #311

Pressing Settings > Edit shortcut keys makes popup glitch so that the size of the popup changes rapidly many times a second

Extension version: 1.62.0
Firefox version: 110.0.1 64 bit
Windows 10 Home 64 bit
Screen resolution: 1280 x 720
Viewport size: 1280 x 595

It might help the extension author if you could create a screen recording that demonstrates the problem.

Observed behavior

System info

Firefox 110.0.1 (64-bit)
Read Aloud version: 1.62.0
Windows 10 22H2

For me, pressing the Edit shortcut keys button/link, from either the:

Read Aloud toolbar Options popup
or from the Manage extensions, Read Aloud, Options tab

In both cases, it opens a new tab that shows the keyboard shortcuts:

Issues with the toolbar popup

The popup stays open when the Edit shortcut keys button/link is clicked.
The popup's right scrollbar cuts off the right side of the controls. There is a separate issue about it: #167
