Show a "first time PicasaStarter is ran"-wizard to ask for some settings #13

This would make a few things a bit more intuitive... now you have to go to the 
configuration dialog to find out what settings there are...

Added First Run Wizard. Discribes Settings and asks for settings xml file 
location. Pops up if there is no settings xml file in the designated path.
