When NAS or Portable drive not available, the first run screen is shown #17

If PicasaStarter is started when the Settings file is not there, it always 
shows first run screen.
In cases where settings file is not available because NAS or USB drive is 
disconnected, it would be better to Prompt for Op to attach drive, then retry.

Added code to check that settings file is available and ask operator to make it 
available and try again, or define new location.
