Create possibility to choose where PicasaStarterSettings.xml is saved #2

Add provisions for redirecting the PicasaStarterSettings.XML file path using a 
separate XML file (maybe called something like "PicasaStarterConfiguration.xml) 
that is in the exe or profile path just like the Settings XML file. The file 
would start out having the path to the settings XML file and could be expanded 
later to include other configuration settings when we figure that out.
