The current check for updates is hard-coded at a fairly low frequency, but it
should be more often, especially with the existence of the "keep updated"
feature for automatically maintaining rules from the webservice.
This means that there needs to be a field and registry value for selecting the
update frequency to being more rapid, even if I leave the default frequency
low. It's mainly a matter of choosing whether this lives on the About dialog
page or whether I make a new one (which would be smart if I'm expecting to add
more settings in future, but I'm not at present).
