[Internode] Some games no longer download #32

What steps will reproduce the problem?
1. Enable steam-limiter
2. Download game (Team Fortress 2)

What is the expected output? What do you see instead?
The download won't start. I'm also getting this for many other games that 
previously worked: Space Engineers, Assassin's Creed II, Deadly Premonition: 
The Director's Cut, Dishonored, The Sims 3, Black Ops II.

This only started happening a few days ago, before that absolutely everything 
was downloading unmetered.

What version of the product are you using? On what operating system?
0.7.1.0.
Windows 8.1
Windows XP

Please provide any additional information below.

The only game I've tried that is downloading unmetered is Jade Empire. However, 
I started this a few days ago and had the download paused.

It now appears to be working as it should. Maybe it was something on my end, 
but I didn't change anything, just started working.
