What steps will reproduce the problem?
1.Start downloading a game with content on a "CS" type server with filter
disabled to make sure the download begins (Counter Strike Source was chosen for
this; content was verified to download from this server with the filter
disabled). Close Steam.
2.Exclude all other used content servers with the rule:
//*.cs.steampowered.com=*
3.Start Steam
What is the expected output? What do you see instead?
Expect content to download from *.cs.steampowered.com. No content downloaded.
What version of the product are you using? On what operating system?

It appears to be attempting to download the content but for whatever reason it
fails. TCPView shows a connection was established to the server but after 1
sent packet and 2 or 3 received packets the connection closes.
The only thing that stands out to me is the lack of a '?' after the 40
character hex string for the "CS" type servers whereas it is present for all
other servers. This may or may not be something you have coded or it may just
be the different response from the server but I thought I would highlight it:
