What steps will reproduce the problem?
1.Having the limiter running while attempting steam downloads just stops them
from occurring.
What is the expected output? What do you see instead?
For the games and updates to begin. Games just time out attempting the load to
install being unable to find content servers and updates just sit there saying
updating but not downloading anything
What version of the product are you using? On what operating system?
Using most recent version on Win & 64-bit
