this will protect against DOS attacks.

a simple XML file on db table to hold this data.

this of course can be done in any decent firewall hardware software too.
But somepeople will not have this so simply doing it in software would be 
at least a decent option.

Hi,
As you suggest this issue would be better handled by a proper firewall program,
rather than enhancing the syslog server - the configuration available in a 
proper
system would be much better than anything I could write.  You could very easily 
do
this using iptables which is built in to linux for example.
