What is the explanation of this problem?

I just want to clarify something. Nagcreate ko ug bag.o na acc. and iyahang type kay AGENCY_GOV. And since new pa siya so wala jud data and everything. But in the location page, I add a new location and named it "Branch 1", and why is it nga ang gicreate nako nga account kay located na as Branch 1 as well? eh nag add raman ko ug bag,o nga location? And sa ako dati na gamit nga acc kay daghan man kog location na giadd pero nganong sa very first branch mao malocate ang acc? To see my problem, please look the attached images below. Basig wala ra jud ko kasabot about ani pero kuyaw/confusing siya sa mga new users. 5 files

I try to delete the branch 2 in my previous AGENCY_GOV account and then ang location na located nasad ang akong account kay ang branch 4 na sad. What is the explanation behind this?
