transfer_rates_cache isn't populated anymore #22

With commit d62c74d4e5248c84d25b0332521d198ea609c31c the cache isn't created by async_get_packets_total. It doubles the number of queries when doing async_get_packets_total/async_get_current_transfer_rates in succession.
