Error when setting File Type Extensions in Environment Options #16

What steps will reproduce the problem?

1. Open the Environment Options dialog
2. Click on the Associations tab
3. Click on the Add button
4. Enter a file extension in the ConTEXT File Extension dialog and click 
OK.
5. Click the OK or Apply button on the Environment Options dialog

What is the expected output?

The new file extension is added to the list of file extensions

What do you see instead?

An error dialog with the message "Failed to set data for ""

What version of the product are you using?

v0.9.86RC2

On what operating system?

Windows Vista Ultimate SP2 (32bit)

Please provide any additional information below.

The workaround is to first run ConTEXT with the "Run as administrator" 
right click menu option then add the file extensions.
