Heatmiser network thermostat binding #404

1. Feature Description
Implement binding to control the Heatmiser network thermostats (RS485 over 
Cat-5).

2. Example Use Case
The Heatmiser thermostats operate over an RS485 link, and the Heatmiser network 
interface interfaces this to TCP/IP (cheap RS485 interfaces off eBay can also 
be used).
The thermostats can be fully controlled over the network link and the binding 
should allow the user to control at least the basic thermostatic heating 
functions from openHAB.

I've now partly implemented this and expect to have it working in the next day 
or two. I add it here as an issue in case anyone else is interested.

Binding is now working, reading back most data from the thermostats, and 
allowing control of hot water. 
If anyone is interested in this please comment here and I'll make it available. 
Otherwise I'll add more features over the coming weeks and post a more complete 
version here.

id has been preserved on Github. You can open your issue by calling the URL 
https://github.com/openhab/openhab/issues/<issueid>. Issues with ids less or 
equal 103 new ids were created.
