Ender is really unfair. it always will be, which is why it will always been admin only, however it could do with some restrictions to supplement the incredible power.
somethings i've had in mind:
Don't allow the player to teleport if they're wearing any kind of armour except leather.
Consume ALL the player's hunger for each teleport. If they have no hunger, kill them. This would require a bit more in-depth thinking in order to fairly implement, and the following questions would need to be considered: what if the player has only one ham shank left? Do we let them teleport or, take the ham and take some hearts? what if the player has the health boost potion effect? they might have four rows of hearts, should they still die instantly?
Give the player nausea and fatigue for one (1) minute after each teleport.
Make the player take damage when outside of the End.
