add topic modeling library #238

Both of these repos are no longer maintained. Additionally, the sentence embedding repo approach i.e. SIF is originally from here: https://github.com/PrincetonML/SIF

While the layer and optimizations are definitely useful, they are not common enough usecases to be listed alongside Huggingface. That list has a specific bias towards swiss-army-knives.

Happy to add the Corex repo in the Python libs list. Please edit your PR for the same?
