Getting a.tmpl.complete is not a function error #110

What steps will reproduce the problem?
1. Running

What is the expected output? What do you see instead?
Should show popup, instead get javascript error:

a.tmpl.complete is not a function

What version of the product are you using? On what operating system?
v1.9, on MVC 3

Please provide any additional information below.

We are getting the following error: a.tmpl.complete is not a function
