Adding community documents to the repository #242

Proposal

I would like to emulate the community repository that OpenTelemetry has and add some missing documents:

[x] Adopters (move form keptn repository)
[x] Update community membership
[x] Maintainers: detailed list of repositories and roles combined with areas of interest (maybe using the peribolos yaml file)
[x] GC charter
[x] TC charter
[x] Interested parties
[x] mission amd vision

Regarding Maintainers: I'd propose creating one MAINTAINERS file in this (community) repo for the org-maintainers and OWNERS files in the respective repositories (as proposed in #240).

if we're also planning to do #244, we should keep this in mind, that we add a proper structure to those files for easier usage with HUGO
