chore: make page renderable with Hugo (at least the important files) #246

With this pull request, a lot of the pages are renderable with Hugo.

Furthermore, we can even add a netlify build, to make those pages rendered like a web page and easier to navigate

i added markdownlint and htmltest to verify links
