Error playing 20191018_2150_-_TELE_5_HD_-_THE_HANDMAID'S_TALE_-_S01E01_-_DESFRED.ts #102

[Please describe what happened here...] It takes very long until it starts playing on the Chromecast 2. It starts only after reaching 100%. It only uses the top half of the TV with wrong aspect ratio. Playback pauses every second or so, although I have strong 5GHz WiFi.

it won't start playing until it hits 100%.

per the aspect ratio, can you link to the file so i can test?
