On delete:

• create local copies at all linked items and notify all users

On change:

• notify downstream users

On change of privacy:

• create local copies and notify all users

No longer clear how best to do this. If I create a local copy of an item linked to from elsewhere then there's a real risk that the database will get stuffed full with duplicated items when something is deleted. This is not ideal! Options are now:

• on delete:
  • move ownership to the Recycle Bin user account if the to-be-deleted item's used_by field is not empty?
  • copy any to-be-deleted items which have links into a local version? will end up with lots of duplicates ...
  • forbid deletion if someone else is using it? (not a great idea ... will get super annoying ...)
