Update CSS and functionality #5

Changes custom CSS to render:

tabs
collapsing sections
responsive stuff

Also added content:

the About page (still needs contact info/mailing lists?)

Note that:

Manual search-and-replace in the XML files needed to avoid <container> items without any classes= attribute. Replace with <container classes="dummy"> or similar. This is waiting for https://github.com/hsorby/vue-sphinx-xml/pull/2 to be merged.

Limitations:

A lot of processing of injected XML is done in the browser. This is dumb ... it should be done on the XML before loading.
