docker/debian.jinja2: Change mirror to Azure #2575

Most of our infrastructure is on Azure (github/Azure cloud), so it make sense to reduce strain on community debian mirrors.

Setting skip-staging, as it seems Azure mirrors dont have armhf stuff at least, will need to test this PR well first.
