fluster-debian: Rename from v4l2-decoder-conformance to fluster-debian #2671

Rename the v4l2 decoder conformance tests using Fluster + Debian tests by replacing strings from v4l2-decoder-conformance to fluster-debian.

The main reason for the change is to make clear parallel with the fluster-chromeos tests wich are the same tests but uses chromeos as file system. This aims to ease future code maintainability of both test sets.
