Upgrade ChromeOS to R130 on ARM64 devices

Successfully built and tested on all boards:

• asurada: all good except storage.LowPowerStateResidence (expected)
• jacuzzi: codec tests fail due to missing files, maybe @denis.shimizu has a hint at what's going on here?
• trogdor: codec tests fail with runtime error: index out of range [0] with length 0; log analysis shows there are also many instances of Failed to open /sys/kernel/tracing/instances/drm/trace_marker, error: 4, not sure that's connected though (works using the ChromeOS kernel, so that's a mainline/KernelCI issue)
• cherry: device crashes during AV1 codec tests (keeps running during H264 & HEVC tests)
• corsola: device crashes during VP8 codec tests (keeps running during H264 tests)
