staging.kernelci.org: add hugo -F for future pages #130

Add the -F flag when running Hugo to also render pages with a date set in the future. This is useful for checking changes on staging before they're published in production.

@nuclearcat Hello, are you OK with merging this? It's required in order to have https://github.com/kernelci/kernelci-project/pull/317 deployed on staging before the Monday prod update due to the publishing date set to 19th Feb.
