Update fluster rootfs URL.

Note: I manually built a rootfs on staging to test the changes in https://github.com/kernelci/kernelci-core/pull/2599 . Once the PR is tested and merged, we'll need to update the URL to one in production.

URL updated to production image; will check results on staging and report back if there is any issue.
