Update legacy How-To with Debian Bullseye #308

Update the legacy How-To documentation page about how to add new LAVA tests using Debian Bullseye. Also fix some loose ends and dead links.

Note: I also created a new branch how-to-bullseye with the updated series of changes referred to in the How-To. I guess we can keep the original how-to one for history and probably rename it to how-to-buster.

This has been confirmed to fix the issue. It should be easy to update it again with bookworm in due course.
