github: add issue template for new TSC members #318

Add a GitHub issue template to create a checklist used when adding a new member to Technical Steering Committee (TSC).

This can't really be tested before it's merged as issue templates are only loaded from the main branch, but I've pushed the change to the main branch in my fork: https://github.com/gctucker/kernelci-project/issues/new/choose

and created one to try: https://github.com/gctucker/kernelci-project/issues/2

It didn't set the assignee automatically but that's expected in the fork I think. Other issue templates do this correctly in the main repo e.g. for requesting an API account.

Note: an extra item is needed about sharing Google docs. I'll fix that when I have a moment.

Rebased and added item about sharing TSC documents with the new member.

@nuclearcat I think this is ready now although it hasn't received any official GitHub review. Please let me know if anything else is needed.

We might be adding another TSC member next week so it would be good to start using this template then.
