kernelci.org: add blog with strategic update about the project #332

An update to the community in overdue. At the same time, a lot of project ground shift in direction with the new leadership that in place.

This article summarize many discussions that happened across different mediums over the past many weeks.

It is also intended to be a pre Open Source Summit update from th project.

Perhaps put something in about API access in case people are interested in that (possibly just a link back to the EA announcement)?

Sure. I added the following paragraph:

As we shared before, the new infrastructure expose an API for users to create accounts and drive test themselves. At the moment, we are focusing on enabling our own pipeline there so we can shutdown the legacy system, but anyone is welcome to request a user account and try it out.
