Update R2S factory-config with ntp iburst option #750

Without iburst initial time sync at boot will take a good while.

Also the config should be updated to 1.1 (already are?) and change version in configuration

Also adding the "default-deny-all" rule from 2341e076a8fe6c979d4befd621501d46b1edef4c
