bl-sigproc contains conflicting binairies #143

There are also in tempo:

usr/bin/downsample 
usr/bin/fold 
usr/bin/quicklook

bl-sigproc probably also contains conflicts with the original sigproc?

due to financial constraints, we need to prioritise our efforts. Unfortunately, bl-sigproc is not going to be included in KERN-6 unless a party finances the maintenance effort.
