upgrade singularity-container to 3.0 #166

Debian is still at 2.6 so lets not do this for KERN-5

packportinng the 3.0 debian package is not trivial, since it based on a lot of go packages. We should probably stick with 2.6 for now.

this situation didn't change much, and even for Ubuntu 20.04 there is quite a number of dependencies that are not in archives. For groovy the situation looks a bit better, but that probably doesn't help much:

i guess we are stuck with 2.6
